Can I use PDF24 in my organization for free IN MEXICO?

Hello.

I want to know if there in any kind of restriction to use this applications in my organization in México City, because exist this statement in the legal document inside the web page:

1.5 The PDFDrucker is provided only for the use and distribution in the area of the European Union.

I sent an email a couple of months ago asking the same thing, but I don't have any response yet from PDF24org.

Does exist some document which allows the open use for this kind of program in a different part of the world (Not European Union).
