Security and paper at the sam time

When I use security settings and a digital paper as a background I do not see the backgroung image

When I use security settings and a digital paper as a background I do not see the backgroung image in my PDF file. When I disable the security setting I do see the background image. Can you tell me what Im doing wrong or is this a bug? Please help me!
