Can I legally use PDF24 creator in Russia if this does not conflict local legislation?
Does the use of program outside EU is strictly prohibited by the right holder, or the end user should be responsible for all conflicts with local legislation, which may arise from use of this free program, but the right holder does not prohibit free use of program (if other terms of license agreement applicable for European Union are fulfilled)?
