The PDF24 Creator can be used to create PDF files and to edit PDF files page-based. The PDF24 Editor (part of the PDF24 Creator) is a tool to load any kind of file and to rotate, delete, add, insert move, merge, ... whole pages of loaded files.
Editing the content of a PDF file page is not possible with the PDF24 Creator.
