cannot open document, startxref not found

Why cant I open a document?

I try to open a document and receive an error message: error - pdf24 creator an error occurred while creating a document. reason startxref not found. I downloaded and reinstalled pdf24 and it still will not open the file that is already a pdf file but requires editing.
