Bookmarks

Bookmarking sections of a pdf document

Currently there does not appear to be any way of bookmarking sections of a document for say chapters drilling down to individual words. I used to have a pdf editor that did this but it is not compatible with Windows 7 so I can no longer use it. Is it intended to provide such a facility?
